The balloting, which originally was slated for 2024, had been postponed due to a period of intense and violent instability.<\/p>\n<p>Authorities dispatched roughly 2,500 police officers to guard voting locations throughout the archipelago as polls opened at 8:00 a.m. local time. The outcome of this election will define the political landscape ahead of crucial upcoming status negotiations with France, with voters selecting 76 councilors for the territory&#8217;s provincial assemblies. Of these, 54 will serve in the Congress of New Caledonia, the only governing body with the authority to enact local legislation. The Congress, based in the capital city of Noumea, will subsequently select 11 members to form the territory&#8217;s executive collegial government.<\/p>\n<p>The territory faced significant turmoil leading up to the intended 2024 vote, as conflict erupted between French loyalists and indigenous Melanesian Kanaks, who represent 41% of the population. The role of France in the governance of these islands has remained a point of deep division for the roughly 270,000 residents for many decades. Before the initially planned vote, the French government\u2019s move to extend voting rights to thousands of non-Indigenous inhabitants triggered riots, resulting in 14 deaths and more than \u20ac2 billion ($2.2 billion) in total damages.<\/p>\n<p>A legislative measure enacted in May expanded the electorate to include approximately 10,575 &#8220;native-born&#8221; residents, a group that includes over 4,000 individuals with &#8220;customary civil status,&#8221; marking the first adjustment to voting rolls that had been stagnant since 1998. Currently, about 190,000 people are eligible to cast their ballots in these elections. While many inhabitants have expressed a desire for independence from France, three separate referendums conducted in 2018, 2020, and 2021 ultimately failed to support such a move. Previous independence campaigns faced disputes, including boycotts during the most recent vote due to its timing during a traditional Kanak mourning period following the COVID-19 pandemic.<\/p>\n<p>To address the ongoing tension, France proposed the 2025 Bougival Accord, which aimed to create a New Caledonian state and integrate New Caledonian nationality into the French constitution, while simultaneously prohibiting further independence referendums. Pro-independence groups, particularly those representing the Kanak population, have formally rejected this proposal. New Caledonia, situated about 1,500 kilometers from Australia, was named by Captain James Cook in 1774 and became a French colony in 1853, later receiving the status of a French overseas territory in 1946.
