The proposal, introduced by Democrats, was defeated in a party-line vote just days before the scheduled July 1 implementation date, at which point the new borrowing restrictions will go into effect nationwide.<\/p>\n<p>These policy changes were initially authorized last year through the &#8220;One Big, Beautiful Bill&#8221; Act and were subsequently finalized by the U.S. Department of Education. While these shifts represent some of the most significant adjustments to the higher education financial aid system in years, they have faced pushback from some members of the GOP regarding the administration&#8217;s method of implementation. Although many Republicans supported the broader legislation as a signature second-term achievement for the Trump administration, some lawmakers have recently raised concerns about how the specific caps might exacerbate health care workforce shortages, particularly for nursing students. The Education Department had authority to determine which academic fields could access an aggregate borrowing limit of $200,000, but several programs, including nursing, were ultimately excluded.<\/p>\n<p>The law effectively eliminates the Grad PLUS lending program and introduces new caps on Parent PLUS loans, while leaving undergraduate borrowing largely untouched. Sen. Jeff Merkley, D-Oregon, brought forward the measure on Wednesday, arguing that the regulations act as a &#8220;gift to predatory lenders&#8221; and will force many students into the private loan market. During floor debate, Merkley disputed the claim that these restrictions would incentivize universities to lower tuition, stating that institutions must continue to cover rising costs for infrastructure, faculty, and interest on existing debt.<\/p>\n<p>Sen. Bill Cassidy, R-Louisiana, who serves as the chairman of the Senate&#8217;s education committee, countered the opposition, arguing that the new rules would pressure schools to reduce their costs.
