According to the court filing, specific application features such as Quick Add and Snap Map allowed an assailant, identified as Gabriel Joel Valentin-Rios, to locate, contact, and groom the minor, referred to as J.F.<\/p>\n<p>Filed in Missouri state court this Wednesday, the legal action also includes Valentin-Rios as a defendant. He has already been sentenced to 18 years in prison after pleading guilty to charges of enticement of a child and statutory rape or attempted statutory rape.<\/p>\n<p>This case is the latest in a series of legal challenges attempting to hold the social media platform liable for instances of sexual abuse involving younger users. Several families have filed similar lawsuits, while various individuals have received prison sentences for offenses against minors they contacted via the app. In 2024, New Mexico Attorney General Ra\u00fal Torrez also initiated a lawsuit against Snap, arguing that the company\u2019s design and policies contribute to the exploitation of children.<\/p>\n<p>Snap maintains that its policies explicitly forbid sexual exploitation and asserts that it employs a combination of automated and human monitoring to curb abuse and identify harmful accounts. The company has also introduced updates to make it more difficult for adults to discover or contact underage users. Addressing prior litigation, Snap stated that it continuously updates its security measures, ranging from utilizing advanced detection tech to blocking suspicious friending requests and collaborating with law enforcement.<\/p>\n<p>The Missouri complaint, however, contends that the company was aware of the dangers facing minors and failed to implement sufficient safeguards. The suit references a 133-page manual, which surfaced on the dark web in 2024, reportedly detailing methods for predators to exploit Snapchat features. The complaint alleges this guide suggests using the Quick Add tool\u2014now known as Find Friends\u2014and the Snap Map to target victims, describing these as dangerous design choices.<\/p>\n<p>Matthew Bergman, founder of the Social Media Victims Law Center, expressed concern that pedophiles frequently rely on the platform&#8217;s design to reach vulnerable children, describing the situation as child sexual abuse occurring at scale. The legal team representing the victim claims that although she was only 11 when she joined in 2021, Snapchat had the technological capability to verify her age was lower than what she self-reported.<\/p>\n<p>The lawsuit details that the Quick Add feature suggested Valentin-Rios\u2014who was 25 at the time\u2014to J.F., falsely suggesting they had mutual friends. He allegedly posed as a local high school student to manipulate several minor girls. Because the app lacks a content preview feature, the victim was reportedly unable to block incoming explicit images. Additionally, the Snap Map allegedly provided the assailant with the victim\u2019s home address, enabling him to coerce her into sending explicit material before eventually convincing her to leave her home in September 2021, where he assaulted her.<\/p>\n<p>Further allegations suggest that Snapchat failed to process over 40% of serious user reports at the time, allowing content to disappear before review. The plaintiff is now seeking unspecified financial damages while aiming to determine how many times the assailant\u2019s accounts were flagged to the company prior to the assault.
